      Virginia SJ Study Directs the Virginia State Crime Commission to study the feasibility and costs of establishing a comprehensive indigent defense system at the appellate level in the Commonwealth.   Though funding for indigent defense systems vary by state, such systems are unified in being cash-strapped. The deficiencies in Virginia’s indigent defense system are notorious and have persisted despite production of numerous reports documenting the problems in the last three decades.

Beginning in and continuing to the present day, at least 33 studies have been conducted to evaluate indigent defense in Virginia. Sincethe Joint Subcommittee Studying Alternative Indigent Defense Systems in Virginia has conducted several studies of the costs of providing legal defense services to indigents charged with criminal offenses.

These studies have focused on expanding the public defender system.
